Heat bleeds initial $5000 spray seal, so Greater Shepparton City Council has to resurface McKinney St with asphalt overlay, at a cost of $15,000.

The $15
Spray seal was placed on McKinney St, between Knight and Nixon St, last year, Greater Shepparton City Council general manager of asset development Peter Harriott said.
Mr Harriott said heat caused the $5000 seal to bleed and the council was now resurfacing the road with a $15
‘‘The asphalt overlay will solve the problem,’’ he said.
Mr Harriott said the asphalt overlay could have been used in the first instance.
‘‘However, the spray seal is much cheaper and where we can get away with a spray seal we do. There’s a lot of roads where spray seal works and works very well.’’
McKinney St resident Marshall Richards said it had been a waste of ratepayers’ money.
‘‘It’s a case of wasted funding and needless waste,’’ Mr Richards said.
Mr Harriott did not rule out the need to resurface roads in other parts of the city.
‘‘We have an extensive reseal, asphalting and reconstruction program, with a number of streets being treated, but where we do find bleeding we have a range of treatments and assess where it happens,’’ he said.
‘‘We’ve got to provide a regular reseal and asphalting program because reseals have limited life, asphalts have limited life and we must come along every now and again and redo these roads and that’s standard practice.’’
